State-run Bharat Sanchar Nigam Limited (BSNL) has announced that it will launch its 4G services across the country in November 2022. In October 2019, the Union Government approved the revival plan for BSNL and MTNL (Mahanagar Telephone Nigam Limited). In a Cabinet meeting, it was approved, among other things, that administrative allotment of spectrum for 4G services be done through capital infusion. In December 2020, the Centre approved the allocation of spectrum for Delhi/Mumbai to BSNL.

The government is implementing various schemes under its Universal Service Obligation Fund (USOF) to enhance telecom connectivity in the rural and predominantly tribal areas of the country. This includes the North-Eastern Region, areas affected by Left Wing Extremism (LWE), border areas, Aspirational Districts and Islands. The BharatNet project is implemented in a phased manner to provide broadband connectivity to gram panchayats in the country.

On October 10, 2021, BSNL tested its 4G network as Union Minister for Communications, Electronics, and Information Technology Ashwini Vaishnaw made the first call over the Indian 4G network of BSNL.

BSNL is working with Tata Consultancy Services (TCS) for the rollout of its 4G services in the country. The Centre will allocate Rs 1.6 lakh crore to BSNL to help compete with private telecom players. However, at this time, private telecom companies like Airtel, Reliance Jio, and Vodafone Idea, are already gearing up for offering 5G services across India.

BSNL 4G Expected Launch in India

BSNL 4G network launch in India has long been overdue. Telecom Minister Ashwini Vaishnaw states that BSNL is on pace to launch 4G in early 2023. The minister noted a few months ago that BSNL’s 4G service would be available on August 15, 2022, but that didn’t happen. BSNL has struggled to add customers since it lacks PAN-India 4G networks.

While preparing for rollout, BSNL has been conducting trials to test its 4G services. During this exercise, the company is said to have achieved a speed of up to 20 Mbps. Incidentally, this is similar to what privately-owned telcos have been providing to users. We will have to wait and see the actual speed after it is launched and put into commercial use.

BSNL 4G Trials

Reports on BSNL 4G services have been doing their rounds since 2019. There have been several rounds of testing. But the telco is said to have announced that it would conduct a full trial for its 4G services in four districts of Kerala before rolling it out across the state. The districts are:

  • Ernakulam
  • Thiruvananthapuram
  • Kannur
  • Kozhikode

Some 800 towers have already been approved for the trial in Kerala.

BSNL is expected to conduct the trial of its 4G services in four districts of Kerala, viz., Ernakulam, Thiruvananthapuram, Kannur, and Kozhikode.

In December 2020, the Centre approved the allocation of spectrum for Delhi/Mumbai to BSNL. The telco has reportedly urged the government to allocate its spectrum worth Rs. 61,000 crores in the premium 700 Mhz frequency range and the medium frequency band for 4G and 5G services. Though BSNL has not been allotted any 4G spectrum yet, the Centre has released Rs 43,964 crores for the company to buy the spectrums. Thus, it is likely to be allocated the spectrum for its intended services.

BSNL plans to launch 4G at one lakh locations across India with the help of Tata Consultancy Services (TCS). The state-owned telco has received board approval to install TCS equipment in one lakh locations.

BSNL to spend $53,000 crore on 4G, 5G, and landline upgrades
